Taiwan’s Offshore Wind Evolution: What’s Next and Why Collaboration Matters
As Taiwan prepares to host Energy Taiwan & Net-Zero Taiwan 2025, the country’s offshore wind sector stands at a pivotal moment. With over 3 GW installed and a target of 10.9 GW by 2030, Taiwan is no longer just an emerging market – it’s a global player shaping the future of clean energy in APAC.
But this year, the conversation is shifting. From policy resets to technical frontiers, Taiwan’s energy transition is entering a new phase which demands deeper collaboration, smarter engineering, and global-local partnerships.
A Market Maturing — and Moving Offshore
Taiwan is now the 5th largest offshore wind market globally, reflecting its rapid growth and strategic importance in the APAC region. But the easy-to-develop sites are gone. The next wave of projects will be built in deeper waters, requiring advanced subsea engineering, geotechnical insight, and robust installation capabilities.
Policy Reset: A New Era for International Collaboration
Following a WTO settlement with the EU, Taiwan has removed mandatory local content rules for offshore wind tenders. This opens the door for international firms to collaborate more freely with local developers – a major shift that could accelerate project delivery and innovation.
The Greater Changhua & Youde Projects: Lessons in Complexity
At Venterra, we’re proud to be contributing to Taiwan’s energy transition through our work on the Greater Changhua and Youde wind farms. These projects reflect the growing complexity of offshore wind development – from cable integrity to marine data – and the need for integrated, multi-disciplinary solutions.
Why Collaboration Is the Future
Taiwan has committed to net-zero emissions by 2050, supported by an ambitious roadmap that includes offshore wind, solar, hydrogen, and smart grid development. But delivering on that vision will require more than technology. It will require trust, transparency, and collaboration between global experts and local partners.
That’s where Venterra comes in. With a track record across Europe, the Americas, and APAC, we offer not just technical expertise, but a collaborative mindset. We’re here to co-develop solutions, share best practices, and build long-term partnerships that deliver real impact.
